In July this year, Xuhui District launched a comprehensive "door-to-door" government service for community affairs, and innovatively established a cycling team with the participation of all staff at the comprehensive acceptance window of the community affairs acceptance service center in each street and town. This team is committed to providing a "door-to-door" processing model for special groups such as the elderly and disabled who have limited mobility and cannot take care of themselves, and directly "moves the government service window forward" to residents' homes, effectively solving the problem of inconvenience for elderly people living alone and groups with special difficulties to go out and difficulty in handling business.
Since the launch of the service, more and more special groups have enjoyed the convenience of "door-to-door" public services. Among them, the first task the cycling team of Caohejing Street received was to provide door-to-door service for the elderly grandmother Zhang who lives alone. Grandma Zhang chose not to handle many tasks because she didn’t know how to operate a smartphone and the distance was long. After understanding this situation, the staff of the acceptance center responded quickly, brought the equipment terminal to Grandma Zhang's home, applied for a long-term care insurance needs assessment, and explained the follow-up procedures and precautions in detail. Grandma Zhang thanked the staff repeatedly for their heart-warming service, saying that this kind of door-to-door service provides great convenience to the elderly living alone.
Also benefiting is Mr. Chen, who lives in Changqiao Street. July is the settlement month for medical insurance every year. The employer wants to subsidize Mr. Chen who is bedridden for a long time, but it needs him to provide a summary of medical expenses from the previous year to this year's settlement month. Faced with this problem, the staff of the Changqiao Street Community Affairs Acceptance Service Center immediately came to the door with equipment and printed a medical list for Mr. Chen within one year, delivering heart-warming services to the people.
Mr. Huang is the first beneficiary of Kangjian Street’s “door-to-door service” service. After learning that his disability certificate had expired, the Kangjian Street Community Affairs Acceptance Service Center quickly arranged for a cycling team to come to his door to apply for certificate replacement. By initiating a video connection with the comprehensive window of the acceptance center and reading the ID card, Mr. Huang was successfully replaced with a disability certificate, which made him and his family very satisfied.

Recently, the young riders of the Xujiahui Street Community Affairs Acceptance Service Center also received a request for help from an old man Lu who lived alone and was paralyzed in bed. After making an appointment for the door-to-door service, the two riders came to provide services to the old man. They overcame the difficulties and completed the certificate replacement service for the old man in the corridor despite the weak signal in the old community. During the process, the staff explained the procedures and requirements to the old man in simple and easy-to-understand language to ensure that he could understand clearly. Uncle Lu nodded from time to time to express his gratitude.

The "door-to-door service" government service can handle 184 government service items in 11 lines including public security, civil affairs, human resources and social security, medical insurance, and health care (the same as remote assisted service service items), and is dynamically adjusted according to the service items announced by relevant municipal departments.
Who can apply for "door-to-door service" services?
Severely disabled elderly people with long-term care insurance assessment levels of 5 to 6;
Certified disabled persons with limited mobility;
Elderly people aged 80 and above living alone;
Senior citizens aged 90 and above.
