Recently, residents passing by No. 1828 Beijing West Road will notice a change - the Jing'an Temple Subdistrict Administrative Service Center has a new look and is officially unveiled. As the first street-level administrative service center in Shanghai, this “government living room” welcomes every resident with a new look.

The Jing'an Temple Community Affairs Acceptance Service Center (hereinafter referred to as the "Acceptance Center") has also officially settled in, becoming an important part of "easy to handle, really easy to handle". This change not only means the update of service locations, but also marks the beginning of a comprehensive upgrade of public services.

Part.1. Hardware facility upgrade

The smart transformation from "decentralized management" to "one-stop management"

Walking into the bright and transparent reception center, a warm and comfortable feeling arises spontaneously. Different from ordinary office relocation, the Jing'an Temple Subdistrict Administrative Service Center brings together the subdistrict's "four centers, one office and one team", realizing the transformation from "decentralized processing" to "one-stop service".

Space reconstruction, efficiency doubled

The Jing'an Temple Subdistrict Administrative Service Center innovatively adopts the "vertical service" model, concentrating relevant departments in a 4-story building to achieve a smart layout of "services on the first floor and offices upstairs". This design eliminates the need for people to travel back and forth for businesses that require cross-department collaboration, and truly achieves "one door, everything can be done."

Empowered by technology, smart and convenient

In the service hall of the acceptance center, small NFC sensor tags are particularly eye-catching. This is an innovative measure by Jing’an District to integrate NFC near field communication technology into public services management. Residents only need to "touch" with their mobile phones to handle 20 high-frequency matters such as employment, social security, and medical care, achieving "full equipment adaptation and zero-threshold operation."

See the truth in the details

The reception center is specially equipped with convenient facilities such as a caring mommy cabin, barrier-free aging-friendly restrooms, photocopiers, and photo machines for social security cards, residence permits and other documents. Even the seats in the queuing area are carefully designed to be both comfortable and convenient for communication. These seemingly small details make the residents who come to work feel the warmth of public services.

Part.2. Service concept upgrade

A warm transformation from "being able to do things" to "doing good things"

"The location has been changed, the hardware has been upgraded, and the service concept needs to be updated."

Yu Feishen, the person in charge of the Jing'an Temple Community Affairs Acceptance Service Center, said with deep emotion: "Now the service center has 200 items. We are thinking every day: How to deal with the needs of each resident carefully? How to think from others' perspective and solve problems? When we help people solve practical problems, we ourselves are very happy, and the people are also very happy."

Recently, the reception center received two banners. The old man held the staff's hands tightly and thanked him repeatedly: "I didn't expect that things that happened decades ago can be solved. Thank you so much!"

It turns out that when they were young, these three old people followed their mother and responded to the call to support construction in other places. Now they are old and eager to return to their roots. When going through the formalities for returning to Shanghai to settle down, I encountered a problem with my household registration certificate due to historical reasons.

In order to prevent the elderly from rushing back and forth, the acceptance center immediately linked up with the civil affairs and labor offices to form a special working group, and finally found the key certification materials, fulfilling the wish that the elderly had been waiting for for many years.

This dream of reunion, which spanned more than half a century, came true

It is precisely because of the reception center staff that

A sense of service that takes the initiative and relieves people’s worries

And this sense of warm service

It is also deeply rooted in the center’s various innovative settings.

"Quiet Neighbor Warm House", a warm haven

In the corner of the office hall, the independent space called the "Quiet Neighbor Warming Room" has become an "emotional healing room" to resolve anxiety. Professionally trained staff know how to use warm words to soothe the emotions of residents who encounter difficulties in doing things. "Sometimes, a look of understanding and a warm word can resolve the knots in residents' hearts," the staff member said.

Jing Neighbor Assistant Office "handles nearby", weaving a dense government service network

Today, the "Jing'an Neighbor Assistant" service in Jing'an Temple Street has been fully implemented in 11 neighborhood committees. The first inquiry reception desk of each neighborhood committee is equipped with a smart dual-screen all-in-one machine. The reception center window staff communicates "screen-to-screen" with residents through real-time video connection, scans and uploads materials, and remotely reviews and confirms, allowing residents to get things done without leaving the community.

"I just used the system to apply for a residence permit for an aunt," the staff at the reception center said while demonstrating. "Through the video connection, her residence information was quickly verified."

This system now supports nearly 200 processing items, and the service list is constantly being expanded, allowing more residents to enjoy convenient services "at their doorstep".

Jinglin’s assistant provides door-to-door service to connect the last mile of public services

In addition to "nearby service", the acceptance center also launched a "door-to-door service" service, which directly "moves" public services windows to the residences of residents with special difficulties.

Recently, the staff came to Sun Keren Elderly Welfare Home with a "mobile virtual window" to handle the end-of-period evaluation of long-term care insurance for the bedridden elderly in the medical insurance line.

They explained in detail and patiently assisted with the operation. In just a few minutes, we completed the business that previously required going to the window.

This considerate service allows elderly residents to avoid running around and can easily do things in the nursing home, truly feeling the convenience and warmth brought by technology.

From the comprehensive upgrade of hardware to the warm and considerate service concept, the Jing'an Temple Community Affairs Acceptance Service Center is using practical actions to interpret the profound connotation of public services in the new era.

Here, "Easy to handle, really easy to handle" is no longer just a slogan, but has turned into the actual actions of every staff member and the real experience of every working person.

This brand-new "public services Living Room" is welcoming every resident who comes to do business with the warmest embrace, writing a vivid chapter of "People's City for the People" with professionalism and warmth.
