In April 2026, in order to actively respond to the national information innovation strategy and build a strong defense line for government service data security, the Shanghai Pudong New Area Social Insurance Management Center recently officially launched a full-stack localized call system. The system realizes independent controllability of the entire core technology chain from hardware to software, from underlying systems to upper-layer applications, setting a new industry benchmark for the intelligent upgrading of public services.

The traditional government call system has long relied on imported operating systems and basic software. It has pain points such as the core technology being controlled by others and prominent data security risks. In this system upgrade completed by Pudong Social Security, the core dialing module fully adopts a domestic technical architecture and is equipped with domestic databases and middleware, achieving a qualitative leap from "available" to "easy to use" and building a solid data security base for public services.

Based on the needs of the entire social security hall business process, the project team customized a full-scenario domestically produced hardware matrix, covering five core equipment: a vertical number-taking machine of the Tongxin UOS system at the entrance of the hall, a desktop dual-screen number-taking machine of the Tongxin UOS system supporting the window, a centralized calling display screen of the Galaxy Kirin system, a window service computer of the Galaxy Kirin system, and a desktop LED promotional screen equipped with an asynchronous screen control system. All devices are equipped with domestic operating systems and domestic chips, truly realizing "hardware + software" dual localization coverage in all scenarios.

The system simultaneously launched the two core modules of Xinchuang version standard calling system and supporting data statistics backend. The call system supports multi-terminal smart reservations on WeChat, APP, and the official website. It can achieve accurate diversion and cross-window collaborative processing according to business types. At the same time, it can monitor the busy and idle status of windows in real time, significantly shortening the waiting time for people to do things. The data statistics backend can realize thermal analysis of people flow and full-process tracking of service quality. It is equipped with data cockpit and automated reporting functions to provide full-dimensional real-time data support for lobby window configuration optimization and management decision-making upgrade.

The successful implementation of the Pudong Social Security Xinchuang Calling System has not only become a benchmark case for the intelligent upgrading of Shanghai public services, but also achieved three core values: the core system is fully localized, completely getting rid of dependence on external technology, and achieving independent data security and controllability; the optimization and upgrading of intelligent functions, making self-service services more convenient for the masses and improving the service experience; the standardized architecture reduces operation and maintenance costs and increases efficiency, significantly reducing subsequent system maintenance costs. The implementation of this project has also provided a replicable and promoteable "Pudong solution" for Xinchuang to replace social security, medical insurance, household registration and other people's livelihood services across the country.
